Of Stevens Point died Wednesday January 24, 2018 at Ascension St. Michaels Hospital.

Age 92 Terrell was born December 14, 1925 in Bluefield, West Virginia. He was the son of the late Charles and Mary (NEE Craven) Arnold.

After high school, Terrell entered the United States Navy on November 11, 1943 in Huntington, WV. He obtained office of Chief Petty Officer and also Quartermaster for the U.S. Navy. He was honorably discharged on May 18, 1946 at Pearl Harbor, HA.

He held the position of Minister Counselor for Foreign Affairs for the U.S. government, which is a Foreign affairs international agency. He was responsible for meeting and discussing Diplomatic views on U.S. Industry and government. He also served as a Counselor of Embassy for Economic and Commercial Affairs in Manila, Philippines., U. S. Consul General, Sao Paulo, Brazil and Minister Counselor for Foreign Affairs U.S. Foreign Service. Terrell was also instrumental in creating a program called DEFY which stands for Drug Education for Youth, which also was very important with the veterans.

After his military service Terrell began an impressive academic career. He obtained and A.B Degree from Stanford University, an M. A. Degree in Political Science and Economics from San Jose State and a A.S. Degree from SUNY Plattsburgh University while on State Department assignment, completed a year of Advanced Graduate Studies in Development in Economics from the University of California at Berkeley After college Terrell took the  the U.S. Foreign Civil Service exam and was inducted in 1957. Following tours in Washington D.C., Cairo, Calcutta, Colombo, Manila and Sao Paulo he retired in 1984 after 31 years of Government service. He had a career of over 31 years in government service. Terrell was also a private consultant to the U.S. State Department until 2009.

Terrell married the former Yvonne Wright on November 25, 1951in Las Vegas. NV. His wife of over 67 years still survives in Stevens Point.

Terrell was honored by Strathmore World Wide of Professional of the Year in the Who's Who in the Worldwide Publication. Mr. Arnold published 6 books on contemporary US Foreign relation issues and was working on a publication on the Israel/Palestine conflict. He was past President of the Rotary Club of Stevens Point and was President of L.I.F.E. (Learning is For Ever) organization. In his spare time Terrell enjoyed the outdoors in fishing and birdwatching.

Survivors include his wife Yvonne of Stevens Point, a special niece Pamela Arnold of Sandston, VA; Sisters, Edna Wallen of Beckley, WV and Mary Alice Green of Bakersfield, CA; Brother, Ray Arnold of Dickinson, Texas; numerous other nieces, nephews, relatives and friends.

As per Terrell's wishes, private family services will be held at his committal at Arlington National Cemetery in Arlington, VA with full military honors.
